Les candidats <strong>rivalisent d\u2019imagination<\/strong> pour \u00ab&nbsp;casser&nbsp;\u00bb cette fronti\u00e8re de b\u00e9ton qui asphyxie la capitale et l\u2019isole sa banlieue.<\/p>\n\n\n\n<p>Pourtant, ce d\u00e9bat souffre d\u2019un <strong>angle mort colossal<\/strong>. Dans l\u2019ombre du ruban d\u2019asphalte du P\u00e9riph\u00e9rique, <strong>une autre ceinture existe<\/strong>. Le d\u00e9bat public traite souvent le Boulevard P\u00e9riph\u00e9rique et la Petite Ceinture <strong>comme deux entit\u00e9s distinctes<\/strong>, l\u2019une \u00e9tant une nuisance active, l\u2019autre une promenade bucolique. C\u2019est une <strong>erreur fondamentale<\/strong> d\u2019analyse spatiale. Ces deux infrastructures sont, en r\u00e9alit\u00e9, des <strong>s\u0153urs jumelles<\/strong>, n\u00e9es de la m\u00eame matrice&nbsp;: l\u2019enceinte de Thiers.<\/p>\n\n\n\n<p>La Petite Ceinture ferroviaire a \u00e9t\u00e9 construite <strong>\u00e0 partir de 1852<\/strong> \u00e0 l\u2019int\u00e9rieur des <strong>fortifications<\/strong> militaires qui entouraient Paris. Elle servait de ligne de rocade, reliant entre eux les r\u00e9seaux des diff\u00e9rentes compagnies. Elles partagent les m\u00eames espaces, franchissent les m\u00eames obstacles g\u00e9ographiques et desservent les m\u00eames portes. Pourtant, le <strong>d\u00e9bat actuel<\/strong> sur la transformation du P\u00e9riph\u00e9rique, tel qu\u2019il est rapport\u00e9 par la presse, <strong>semble frapp\u00e9 d\u2019amn\u00e9sie<\/strong>.<\/p>\n\n\n\n<p>On parle de <strong>\u00ab&nbsp;r\u00e9duire les voies&nbsp;\u00bb automobiles<\/strong> <strong>sans proposer d\u2019alternative de transport capacitaire sur le m\u00eame axe<\/strong>. On \u00e9voque la \u00ab&nbsp;couture urbaine&nbsp;\u00bb entre Paris et la banlieue en se focalisant sur la couverture du P\u00e9riph\u00e9rique (co\u00fbteuse et complexe), alors qu\u2019une <strong>infrastructure<\/strong> de franchissement et de liaison <strong>existe d\u00e9j\u00e0<\/strong>, \u00e0 ciel ouvert ou en tranch\u00e9e.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" width=\"622\" height=\"766\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2025\/12\/Le-Parisien-Peripherique-projet-porte-de-Gentilly.jpg\" alt class=\"wp-image-9557\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2025\/12\/Le-Parisien-Peripherique-projet-porte-de-Gentilly.jpg 622w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2025\/12\/Le-Parisien-Peripherique-projet-porte-de-Gentilly-244x300.jpg 244w\" sizes=\"(max-width: 622px) 100vw, 622px\"><figcaption class=\"wp-element-caption\">Projet concernant le Boulevard p\u00e9riph\u00e9rique porte de Gentilly. \u00a9 Le Parisien<\/figcaption><\/figure>\n<\/div>\n\n\n<p>Cette myopie est <strong>d\u2019autant plus paradoxale<\/strong> que la <strong>saturation du P\u00e9riph\u00e9rique<\/strong> est caus\u00e9e par un <strong>trafic de rocade<\/strong> (de banlieue \u00e0 banlieue) qui ne trouve <strong>pas d\u2019alternative efficace en transports en commun<\/strong>. Les lignes T3a et T3b, bien que populaires, sont une <strong>solution de surface lente<\/strong> \u2013 et totalement <strong>satur\u00e9e<\/strong>. Les lignes du <strong>Grand Paris Express<\/strong> circuleront \u00e0 la limite de la petite et de la grande couronne \u2013 donc trop loin du centre de Paris pour remplacer vraiment le P\u00e9riph.<\/p>\n\n\n\n<p>La solution pour d\u00e9lester le P\u00e9riph\u00e9rique n\u2019est donc pas routi\u00e8re, mais ferroviaire, <strong>sur les rails qui sommeillent \u00e0 ses c\u00f4t\u00e9s<\/strong>. Il nous faut <strong>d\u00e9construire ce mythe avec la plus grande fermet\u00e9<\/strong>.<\/p>\n\n\n\n<p>D\u2019un point de vue <strong>juridique<\/strong> et <strong>technique<\/strong>, la Petite Ceinture n\u2019est <strong>ni abandonn\u00e9e, ni d\u00e9saffect\u00e9e<\/strong>. Elle fait <a href=\"https:\/\/petiteceinture.org\/la-ligne\/situation-juridique\/\">partie int\u00e9grante du R\u00e9seau Ferr\u00e9 National<\/a> (RFN). Cette pr\u00e9caution n\u2019est pas une coquetterie administrative, c\u2019est la reconnaissance implicite par l\u2019\u00c9tat et la SNCF de la <strong>valeur inestimable <\/strong>de<strong> <\/strong>cette <strong>infrastructure<\/strong>.<\/p>\n\n\n\n<p>La valeur technique de la Petite Ceinture r\u00e9side dans sa nature de <strong>\u00ab&nbsp;site propre int\u00e9gral&nbsp;\u00bb<\/strong>. Contrairement au Tramway des Mar\u00e9chaux (T3a et T3b), qui doit s\u2019arr\u00eater aux feux rouges, g\u00e9rer les intersections avec les voitures, les pi\u00e9tons et les v\u00e9los, la Petite Ceinture <strong>ne croise jamais la chauss\u00e9e \u00e0 niveau<\/strong>. L\u00e0 o\u00f9 le T3a plafonne \u00e0 une vitesse commerciale moyenne <strong>de 16 \u00e0 18&nbsp;km\/h<\/strong> (rendant les trajets longs dissuasifs), une exploitation moderne sur la Petite Ceinture permettrait des vitesses commerciales <strong>de 40 \u00e0 60&nbsp;km\/h<\/strong>, similaires \u00e0 celles d\u2019un <strong>m\u00e9tro<\/strong> ou d\u2019un <strong>RER<\/strong>.<\/p>\n\n\n\n<p>En termes de capacit\u00e9, cela signifie pouvoir transporter <strong>des dizaines de milliers de voyageurs par heure en un temps record<\/strong>, offrant une <strong>v\u00e9ritable alternative comp\u00e9titive<\/strong> aux v\u00e9hicules routiers sur le P\u00e9riph\u00e9rique. Construire une telle ligne&nbsp;<em>ex nihilo<\/em>&nbsp;aujourd\u2019hui co\u00fbterait des milliards d\u2019euros et prendrait deux d\u00e9cennies <em>a minima<\/em>. Or, nous avons cette ligne disponible, <strong>sous la main, pr\u00eate \u00e0 l\u2019emploi<\/strong> \u2013 moyennant une op\u00e9ration de modernisation\u2026 et nous d\u00e9battons de voies r\u00e9serv\u00e9es et de feux rouges sur le P\u00e9riph&nbsp;!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"projet-urbain-grande-echelle\">La Petite Ceinture ferroviaire de Paris, cl\u00e9 de vo\u00fbte d\u2019un projet urbain \u00e0 grande \u00e9chelle<\/h2>\n\n\n\n<p>La transformation du P\u00e9riph\u00e9rique <strong>ne pourra pas se faire par la seule contrainte<\/strong>. L\u2019id\u00e9e de transformer cette ceinture routi\u00e8re en<a href=\"https:\/\/www.leparisien.fr\/val-de-marne-94\/le-peripherique-parisien-bientot-transforme-en-un-simple-boulevard-urbain-27-11-2025-2DD3GBCJVZBWXMWC4B5QWMWZGI.php\"> \u00ab&nbsp;boulevard apais\u00e9&nbsp;\u00bb<\/a> avec des feux pi\u00e9tons, comme \u00e9voqu\u00e9 dans le d\u00e9bat actuel, risque de cr\u00e9er une <strong>congestion monstre<\/strong> si les usagers n\u2019ont <strong>pas d\u2019alternative de report modal puissante<\/strong>.
