{"id":9046,"date":"2024-12-17T16:00:00","date_gmt":"2024-12-17T15:00:00","guid":{"rendered":"https:\/\/petiteceinture.org\/?p=9046"},"modified":"2025-05-16T19:36:47","modified_gmt":"2025-05-16T17:36:47","slug":"renaissance-gare-massena","status":"publish","type":"post","link":"https:\/\/petiteceinture.org\/en\/la-ligne\/etat-petite-ceinture\/renaissance-gare-massena\/","title":{"rendered":"\u00c9tat de la PC \u2013 d\u00e9cembre 2024&nbsp;: la renaissance de la gare de Mass\u00e9na, enfin&nbsp;?"},"content":{"rendered":"<p><span style=\"text-decoration: underline;\"><em>Mise \u00e0 jour 16 mai 2025<\/em><\/span>&nbsp;: les travaux de restauration de la gare de Mass\u00e9na ont d\u00e9but\u00e9.<\/p>\n\n\n\n<p>Abandonn\u00e9e depuis de nombreuses ann\u00e9es, la <strong>gare de Mass\u00e9na<\/strong> (ex-Orl\u00e9ans-Ceinture) s\u2019appr\u00eate \u00e0 conna\u00eetre une <strong>nouvelle vie<\/strong> gr\u00e2ce \u00e0 la <strong>refonte <\/strong>du projet<strong> \u00ab&nbsp;R\u00e9alimenter Mass\u00e9na&nbsp;\u00bb<\/strong> (lanc\u00e9 en 2016). Ce dernier comprend la <strong>r\u00e9novation compl\u00e8te<\/strong> de l\u2019ancienne gare, et sa transformation en un lieu de vie autour de <strong>l\u2019alimentation<\/strong>. Les travaux doivent d\u00e9buter <strong>d\u00e9but 2025.<\/strong> Enfin, la fi\u00e8re <strong>\u00ab&nbsp;tour&nbsp;\u00bb<\/strong> en bois \u00e9voqu\u00e9e au d\u00e9but du projet est purement et simplement <strong>abandonn\u00e9e<\/strong>.<\/p>\n\n\n\n<p>Autant d\u2019aspects que nous vous proposons de d\u00e9couvrir dans cette <strong>7<sup class=\"ordinal\">e<\/sup> s\u00e9quence<\/strong> de notre s\u00e9rie d\u2019articles consacr\u00e9s aux enjeux autour de la <strong>Petite Ceinture de Paris<\/strong> en cette fin d\u2019ann\u00e9e 2024.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"592\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Hertel-Gare-Massena-1-1400-1024x592.jpg\" alt class=\"wp-image-9072\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Hertel-Gare-Massena-1-1400-1024x592.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Hertel-Gare-Massena-1-1400-300x174.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Hertel-Gare-Massena-1-1400-768x444.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Hertel-Gare-Massena-1-1400.jpg 1400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">D\u00e9saffect\u00e9e en 1998, vendue \u00e0 la Ville en 2007 puis \u00e0 une soci\u00e9t\u00e9 priv\u00e9e en 2022&nbsp;: les multiples vies de la Gare du Boulevard Mass\u00e9na<\/h2>\n\n\n\n<p>Ouverte en <strong>1867<\/strong>, la gare d\u2019Orl\u00e9ans-Ceinture offrait \u00e0 l\u2019origine une correspondance entre les trains de Ceinture et ceux desservant la banlieue (gare d\u2019Austerlitz). Apr\u00e8s 1934, elle conservera son r\u00f4le de gare de banlieue. \u00c0 partir de <strong>1979<\/strong>, elle est desservie par le <strong>RER C<\/strong>. En <strong>2016<\/strong>, le projet <strong>\u00ab&nbsp;R\u00e9alimenter Mass\u00e9na&nbsp;\u00bb<\/strong>, port\u00e9 \u00e0 la soci\u00e9t\u00e9 <strong>Hertel Investissement<\/strong> et le cabinet d\u2019architecture <a href=\"https:\/\/www.linaghotmeh.com\/realimenter-massena.html\">Lina Ghotmeh<\/a>, est d\u00e9clar\u00e9 <strong>laur\u00e9at<\/strong> de la 1<sup class=\"ordinal\">e<\/sup> \u00e9dition de l\u2019appel \u00e0 projets<a href=\"https:\/\/www.paris.fr\/pages\/reinventer-paris-4632\"> \u00ab&nbsp;R\u00e9inventer Paris&nbsp;\u00bb<\/a>. Il vise \u00e0 <strong>r\u00e9habiliter la gare<\/strong> \u2013 mais aussi \u00e0 cr\u00e9er une <strong>tour en bois de 13 niveaux<\/strong>. En effet, cette derni\u00e8re doit croiser la parcelle \u2013 en passant <strong>juste en-dessous de la tour en bois<\/strong>. D\u2019apr\u00e8s l\u2019acte de vente, le d\u00e9but des travaux devait obligatoirement d\u00e9buter dans les 9 mois apr\u00e8s la signature, <strong>soit au plus tard le 30 mars 2023<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le crash du projet \u00ab&nbsp;R\u00e9alimenter Mass\u00e9na&nbsp;\u00bb (2023)<\/h2>\n\n\n\n<p>En <strong>2023<\/strong>, Hertel Investissement avertit la Ville de <strong>difficult\u00e9s techniques et financi\u00e8res<\/strong> pour la r\u00e9alisation du projet \u00ab&nbsp;R\u00e9alimenter Mass\u00e9na&nbsp;\u00bb. L\u2019entreprise mentionne la forte hausse du co\u00fbt des mat\u00e9riaux et l\u2019inflation&nbsp;: le co\u00fbt du projet est ainsi \u00e9valu\u00e9 <strong>entre 11,5 et 12,5&nbsp;M\u20ac<\/strong>, contre 7&nbsp;M\u20ac initialement pr\u00e9vus.<\/p>\n\n\n\n<p>D\u2019autre part, Hertel est confront\u00e9 \u00e0 un <strong>changement de r\u00e9glementation<\/strong>. En effet, la <strong>Pr\u00e9fecture de Police<\/strong> avait \u00e9tabli \u00e0 l\u2019\u00e9t\u00e9 2021 de nouvelles r\u00e8gles pour les <strong>constructions en bois<\/strong> \u2013 comme la <strong>tour<\/strong> qui devait construite \u00e0 c\u00f4t\u00e9 de l\u2019ancienne gare. Herbes folles, graffitis et peinture \u00e9caill\u00e9e sont au rendez-vous&nbsp;! \u00a9 Jean-Nicolas Lehec<\/figcaption><\/figure>\n\n\n\n<p>Probl\u00e8me&nbsp;: avec ces dalles en b\u00e9ton, le <strong>poids<\/strong> de la structure est <strong>d\u00e9multipli\u00e9<\/strong>, imposant des <strong>fondations<\/strong> plus robustes. Or, les fondations avaient \u00e9t\u00e9 con\u00e7ues pour \u00eatre <strong>compatibles<\/strong> avec le <strong>futur ouvrage de la ligne 10<\/strong>&nbsp;: leur reprise n\u2019est donc <strong>pas possible<\/strong>.<\/p>\n\n\n\n<p>De fait, <strong>Hertel Investissement<\/strong> annonce <strong>ne pas \u00eatre en mesure<\/strong> de <strong>construire la tour<\/strong>, et \u00eatre dans <strong>l\u2019impossibilit\u00e9<\/strong> de <strong>r\u00e9aliser son projet<\/strong>. En outre, l\u2019entreprise doit verser environ <strong>180 000&nbsp;\u20ac de p\u00e9nalit\u00e9s<\/strong> \u00e0 la Ville, ne pouvant pas d\u00e9buter les travaux dans les 9 mois suivant la signature de la&nbsp;vente.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-association-sauvegarde-petite-ceinture wp-block-embed-association-sauvegarde-petite-ceinture\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"oceanwp-oembed-wrap clr\"><blockquote class=\"wp-embedded-content\" data-secret=\"WWwsAf04NG\"><a href=\"https:\/\/petiteceinture.org\/la-ligne\/nouveau-pont-rails-petite-ceinture\/\">Un nouveau pont-rail pour la Petite Ceinture ferroviaire au niveau de l\u2019Avenue de France<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00ab&nbsp;Un nouveau pont-rail pour la Petite Ceinture ferroviaire au niveau de l\u2019Avenue de France&nbsp;\u00bb \u2014 Association Sauvegarde Petite Ceinture\" src=\"https:\/\/petiteceinture.org\/la-ligne\/nouveau-pont-rails-petite-ceinture\/embed\/#?secret=ET8q84vRT7#?secret=WWwsAf04NG\" data-secret=\"WWwsAf04NG\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Un nouveau projet autour de la r\u00e9habilitation de la gare de Mass\u00e9na<\/h2>\n\n\n\n<p>Au cours de ses discussions avec la Ville, Hertel Investissement soumet un <strong>nouveau projet<\/strong>. <strong>Exit la tour de 13 niveaux<\/strong>&nbsp;: le projet ne pr\u00e9voit plus \u00ab&nbsp;que&nbsp;\u00bb la <strong>r\u00e9novation lourde de la gare de Mass\u00e9na<\/strong>. La superficie totale passe ainsi de 1657&nbsp;m\u00b2 \u00e0<strong> 777&nbsp;m\u00b2<\/strong>.<\/p>\n\n\n\n<p>Le projet pr\u00e9voit notamment la <strong>sur\u00e9l\u00e9vation<\/strong> <strong>d\u2019un niveau<\/strong> du b\u00e2timent. L\u2019ex-gare doit accueillir des <strong>espaces de formation<\/strong> et de <strong>recherche<\/strong> autour de <strong>l\u2019alimentation<\/strong>, avec un caf\u00e9 et un restaurant. Un <strong>nouvel acte de vente<\/strong> de cession du site de la gare Mass\u00e9na au profit de Hertel Investissement pour un montant de 2&nbsp;M\u20ac est <strong>sign\u00e9 en juin 2024<\/strong>. L\u2019abandon du projet \u00ab&nbsp;R\u00e9alimenter Mass\u00e9na&nbsp;\u00bb, s\u2019il \u00e9vitait la construction d\u2019une <strong>tour<\/strong> sur la <strong>plateforme de la PC<\/strong>, \u00e9tait cependant <strong>pr\u00e9judiciable<\/strong> pour le <strong>b\u00e2timent<\/strong>, qui continuait <strong>\u00e0 se d\u00e9grader<\/strong> inexorablement. Aussi, les avanc\u00e9es de cette ann\u00e9e sont clairement <strong>une bonne nouvelle<\/strong>.<\/p>\n\n\n\n<p>On rappellera d\u2019ailleurs qu\u2019un <strong>transport ferroviaire<\/strong> de type <strong>tram-train<\/strong> ne n\u00e9cessite pas l\u2019utilisation des anciens b\u00e2timents voyageurs \u2013 les conditions d\u2019exploitation ayant \u00e9volu\u00e9 depuis le XIX<sup class=\"ordinal\">e<\/sup> si\u00e8cle.
