Notre association revient sur diff\u00e9rents points ayant fait&nbsp;<strong>l\u2019actualit\u00e9 de la ligne<\/strong>&nbsp;au cours de ces derniers mois. Dans ce 2<sup class=\"ordinal\">e<\/sup> article, focus sur le \u00ab&nbsp;Jardin des Traverses&nbsp;\u00bb, ouvert par la Ville dans le <strong>18<sup class=\"ordinal\">e<\/sup> arrondissement<\/strong>. Ses am\u00e9nagements <strong>engagent le gabarit ferroviaire<\/strong> de la ligne. Soit autant de <strong>probl\u00e9matiques techniques et strat\u00e9giques<\/strong> pour la Petite Ceinture de&nbsp;Paris.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La \u00ab&nbsp;Promenade Ney&nbsp;\u00bb, nouvelle section ouverte au nord de la capitale<\/h2>\n\n\n\n<p>Dans un article <a href=\"https:\/\/petiteceinture.org\/la-ligne\/promenade-ney-nouvelle-section-ouverte-au-nord-de-paris\/\">paru il y a pile un an sur notre site<\/a>, nous \u00e9voquions la nouvelle <strong>\u00ab&nbsp;Promenade Ney&nbsp;\u00bb<\/strong>. Ce projet d\u2019agriculture urbaine, laur\u00e9at de la <a href=\"https:\/\/www.parisculteurs.paris\/fr\/sites\/sites\/parisculteurs-saison-3\/1609--troncon-ornano-poissonniers-18.html\">3<sup class=\"ordinal\">e<\/sup> saison de \u00ab&nbsp;Pariculteurs&nbsp;\u00bb<\/a>, vise \u00e0 \u00e9tablir une <strong>\u00ab&nbsp;promenade comestible&nbsp;\u00bb (sic) <\/strong>sur la Petite Ceinture.<\/p>\n\n\n\n<p>Une id\u00e9e pour le moins <strong>originale<\/strong>. Si ce n\u2019est que les am\u00e9nagements sont <strong>incompatibles avec le respect du gabarit ferroviaire<\/strong> de la Petite Ceinture, et rendent (en l\u2019\u00e9tat) toute circulation virtuellement <strong>impossible<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/PC18-promenade-Petite-Ceinture-18e-3.jpeg\" alt><figcaption class=\"wp-element-caption\">Plan sch\u00e9matique des promenades ouvertes par la Ville dans le 18<sup class=\"ordinal\">e<\/sup> arrondissement<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Le gabarit ferroviaire engag\u00e9, la r\u00e9versibilit\u00e9 abandonn\u00e9e&nbsp;?<\/h2>\n\n\n\n<p>D\u2019apr\u00e8s nos observations, r\u00e9alis\u00e9es d\u00e9but octobre 2024, les am\u00e9nagements r\u00e9alis\u00e9s par la Ville de Paris sont les suivants. La <strong>r\u00e9versibilit\u00e9<\/strong> des am\u00e9nagements de cette section de la Petite Ceinture est donc <strong>aux abonn\u00e9s absents<\/strong>. Construire sur le gabarit <strong>compromet ces projets \u00e0 long terme<\/strong>, et inscrit \u2013 une fois de plus \u2013 la Petite Ceinture comme <strong>un ensemble de rails \u00ab&nbsp;pour faire joli&nbsp;\u00bb<\/strong>.<\/p>\n\n\n\n<p>Ironiquement, cette vision pour la Petite Ceinture est <strong>en contradiction compl\u00e8te<\/strong> avec les&nbsp;<strong>objectifs environnementaux<\/strong> affich\u00e9s par la <strong>Ville de Paris<\/strong> et la R\u00e9gion \u00cele-de-France.<\/p>\n\n\n\n<p><strong>R\u00e9duire<\/strong> (voire supprimer) le r\u00f4le <strong>d\u2019infrastructures ferroviaires<\/strong>, dans un contexte o\u00f9 Paris <strong>cherche \u00e0 d\u00e9carboner les transports<\/strong>, semble <strong>peu coh\u00e9rent<\/strong>\u2026<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-association-sauvegarde-petite-ceinture wp-block-embed-association-sauvegarde-petite-ceinture\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"oceanwp-oembed-wrap clr\"><blockquote class=\"wp-embedded-content\" data-secret=\"zVG9KxXW1x\"><a href=\"https:\/\/petiteceinture.org\/la-ligne\/etat-petite-ceinture\/bois-charonne-opportunite-manquee-logistique\/\">\u00c9tat de la PC \u2013 d\u00e9cembre 2024&nbsp;: le Bois de Charonne, une opportunit\u00e9 manqu\u00e9e pour la logistique urbaine&nbsp;?<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"\u00ab&nbsp;\u00c9tat de la PC \u2013 d\u00e9cembre 2024 : le Bois de Charonne, une opportunit\u00e9 manqu\u00e9e pour la logistique urbaine ?&nbsp;\u00bb \u2014 Association Sauvegarde Petite Ceinture\" src=\"https:\/\/petiteceinture.org\/la-ligne\/etat-petite-ceinture\/bois-charonne-opportunite-manquee-logistique\/embed\/#?secret=L0B1nwDQxY#?secret=zVG9KxXW1x\" data-secret=\"zVG9KxXW1x\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">L\u2019absence de vision strat\u00e9gique du gestionnaire de l\u2019infrastructure ferroviaire<\/h2>\n\n\n\n<p>Ces am\u00e9nagements sont d\u2019autant plus pr\u00e9occupants qu\u2019ils traduisent un <strong>d\u00e9sengagement profond de SNCF Immobilier<\/strong> \u2013 entit\u00e9 charg\u00e9e de la gestion de la Petite Ceinture depuis la signature du protocole-cadre avec la Ville en&nbsp;2015.<\/p>\n\n\n\n<p>En vertu de ce protocole, et <strong>en tant que gestionnaire<\/strong> du patrimoine ferroviaire de la Petite Ceinture, SNCF Immobilier a la <strong>responsabilit\u00e9<\/strong> de veiller \u00e0 ce que les terrains qu\u2019elle administre restent compatibles avec des&nbsp;<strong>usages ferroviaires potentiels<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"771\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Petite-Ceinture-Evangile-Jean-Nicolas-Lehec-ASPCRF-01102024-153354636-1024x771.jpg\" alt=\"Jardin des Traverses Paris Petite Ceinture\" class=\"wp-image-8949\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Petite-Ceinture-Evangile-Jean-Nicolas-Lehec-ASPCRF-01102024-153354636-1024x771.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Petite-Ceinture-Evangile-Jean-Nicolas-Lehec-ASPCRF-01102024-153354636-300x226.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Petite-Ceinture-Evangile-Jean-Nicolas-Lehec-ASPCRF-01102024-153354636-768x578.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Petite-Ceinture-Evangile-Jean-Nicolas-Lehec-ASPCRF-01102024-153354636-1536x1157.jpg 1536w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2024\/12\/Petite-Ceinture-Evangile-Jean-Nicolas-Lehec-ASPCRF-01102024-153354636.jpg 2000w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><\/figure>\n\n\n\n<p>En <strong>autorisant<\/strong> des <strong>constructions incompatibles<\/strong> avec le gabarit ferroviaire, SNCF Immobilier adopte une approche strictement&nbsp;<strong>immobili\u00e8re<\/strong>, ax\u00e9e sur la <strong>valorisation \u00e0 court terme<\/strong> des terrains, au d\u00e9triment de leur potentiel d\u2019infrastructure de transport.&nbsp;<\/p>\n\n\n\n<p>En clair&nbsp;: si ces am\u00e9nagements par la Ville peuvent voir le jour (et de cette fa\u00e7on), <strong>c\u2019est \u00ab&nbsp;gr\u00e2ce&nbsp;\u00bb au laisser-faire de SNCF Immobilier<\/strong>. Est-ce par opportunisme ou par ignorance&nbsp;?<\/p>\n\n\n\n<p>Anecdote&nbsp;: lors du <strong>Salon des Maires de France<\/strong>, qui s\u2019est tenu du 18 au 20 novembre 2024, les repr\u00e9sentants de la filiale semblaient d\u00e9j\u00e0 consid\u00e9rer que la <strong>Ville<\/strong> \u00e9tait <strong>propri\u00e9taire des emprises<\/strong>, et \u00e9tait libre de proc\u00e9der comme bon lui semblait&nbsp;!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La Petite Ceinture, un atout pr\u00e9cieux mais menac\u00e9 par un cruel manque d\u2019ambition<\/h2>\n\n\n\n<p>Une fois encore, notre association rappelle que la <strong>Petite Ceinture<\/strong>&nbsp;est une <strong>infrastructure unique<\/strong>, qui conserve un <strong>potentiel strat\u00e9gique<\/strong> pour des projets <strong>ferroviaires<\/strong> (fret urbain, navettes locales, r\u00e9silience du r\u00e9seau en cas de perturbations).<\/p>\n\n\n\n<p>De fait, en ne pr\u00e9servant pas cet usage, SNCF Immobilier <strong>compromet la possibilit\u00e9 de r\u00e9utiliser cette infrastructure<\/strong> dans le futur.
