Notre association revient sur diff\u00e9rents points ayant fait&nbsp;<strong>l\u2019actualit\u00e9 de la ligne<\/strong>&nbsp;au cours de ces derniers mois. Pour m\u00e9moire, ce vaste projet envisage la cr\u00e9ation d\u2019un nouveau quartier de <strong>3500 habitants<\/strong> et <strong>3900 emplois<\/strong> autour de 2 axes structurants&nbsp;: le <strong>Boulevard Poniatowski<\/strong> et la <strong>rue Baron Le Roy<\/strong> <strong>prolong\u00e9e<\/strong>.<\/p>\n\n\n\n<p>Cette rue viendrait faire office de <strong>trait d\u2019union <\/strong>entre le projet de <strong>Bercy-Charenton<\/strong> (c\u00f4t\u00e9 Paris) et celui de <strong>Charenton-Bercy<\/strong>, situ\u00e9 de l\u2019autre c\u00f4t\u00e9 du p\u00e9riph\u00e9rique. Et dont le <strong>permis de construire<\/strong> a \u00e9t\u00e9 (re)<strong>d\u00e9pos\u00e9<\/strong> \u00e0 <strong>l\u2019\u00e9t\u00e9 2023<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2022\/05\/Leclercq-Associe%CC%81s-Illustration-Bercy-Charenton_programmation_300dpi.jpeg\" alt=\"Petite Ceinture ZAC Bercy Charenton\"><figcaption class=\"wp-element-caption\">Plan sch\u00e9matique de la ZAC Bercy-Charenton. On observera le lin\u00e9aire de la Petite Ceinture transform\u00e9 en \u00ab&nbsp;voie verte&nbsp;\u00bb, ainsi que l\u2019il\u00f4t form\u00e9 par les immeubles coinc\u00e9s entre le P\u00e9riph\u00e9rique et le Bvd Poniatowski.<\/figcaption><\/figure>\n\n\n\n<p>Le projet de Bercy-Charenton se caract\u00e9rise par 3 axes principaux&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un <strong>\u00eelot d\u2019immeubles<\/strong> <strong>d\u2019habitation<\/strong> et de <strong>bureaux<\/strong> de <strong>35 \u00e0 50 m\u00e8tres de haut<\/strong>, log\u00e9s dans un quadrilat\u00e8re form\u00e9 par le P\u00e9riph\u00e9rique, l\u2019\u00e9changeur de l\u2019A4, le Bvd Poniatowski et le faisceau des voies de la gare de Lyon\/Bercy<\/li>\n\n\n\n<li>Un <strong>triangle<\/strong> form\u00e9 par les deux branches Nord\/Sud du <strong>raccordement de Bercy<\/strong> et la <strong>Petite Ceinture<\/strong>, qui doit devenir le<strong> \u00ab&nbsp;hameau ferroviaire&nbsp;\u00bb,<\/strong> parc de 80&nbsp;ha<\/li>\n\n\n\n<li>La <strong>rue Baron Le Roy prolong\u00e9e<\/strong>, croisant la Petite Ceinture et le Bvd Poniatowski avant de plonger sous le P\u00e9riph\u00e9rique avec une largeur constante de 25 \u00e0 30 m\u00e8tres.<\/li>\n<\/ul>\n\n\n\n<p>Le projet de 6 tours \u2013 dont une de 180 m\u00e8tres de haut, avait \u00e9t\u00e9 abandonn\u00e9 suite aux \u00e9lections municipales de 2020. En revanche, <strong>c\u00f4t\u00e9 Charenton<\/strong>, une <strong>tour de 200 m\u00e8tres de haut<\/strong> (!) m\u00ealant h\u00f4tel et logements sera prochainement mise en travaux.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"475\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/charenton-bercy-tour-som-scaled-1-1024x475.jpg\" alt class=\"wp-image-8219\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/charenton-bercy-tour-som-scaled-1-1024x475.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/charenton-bercy-tour-som-scaled-1-300x139.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/charenton-bercy-tour-som-scaled-1-768x356.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/charenton-bercy-tour-som-scaled-1-1536x712.jpg 1536w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/charenton-bercy-tour-som-scaled-1.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><figcaption class=\"wp-element-caption\">La tour SOM qui doit \u00eatre construite \u00e0 partir du d\u00e9but de l\u2019ann\u00e9e 2024&nbsp;en lieu et place de l\u2019actuel centre commercial Bercy&nbsp;2.<\/figcaption><\/figure>\n\n\n\n<p>En outre, on note un<strong> net d\u00e9s\u00e9quilibre<\/strong> entre le <strong>\u00ab&nbsp;hameau ferroviaire&nbsp;\u00bb<\/strong> et l\u2019\u00eelot d\u2019habitations et de bureaux, de part et d\u2019autre du boulevard Poniatowski. Il e\u00fbt sans \u00e9t\u00e9 pr\u00e9f\u00e9rable <strong>qu\u2019immeubles et espaces verts soient mieux r\u00e9partis<\/strong> \u2013 et que le <strong>nombre d\u2019immeubles<\/strong> soit <strong>moins \u00e9lev\u00e9<\/strong>. Un point qui, selon la SEMAPA, aurait compromis la <strong>viabilit\u00e9 \u00e9conomique<\/strong> du projet.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Rap\u00e9e-Bercy&nbsp;: entre tiers-lieux et base-travaux<\/h2>\n\n\n\n<p>\u00c0 l\u2019heure actuelle, les <strong>travaux<\/strong> de la ZAC Bercy-Charenton n\u2019ont <strong>pas encore <\/strong>d\u00e9marr\u00e9 \u2013 le projet \u00e9tant toujours discut\u00e9 par la Ville de Paris, SNCF R\u00e9seau et SNCF Immo, propri\u00e9taire des infrastructures ferroviaires de la Rap\u00e9e-Bercy. En cause&nbsp;: le <strong>remplacement<\/strong> (d\u00e9marr\u00e9 en mars 2023) d\u2019un ouvrage en ma\u00e7onnerie enjambant les voies menant au technicentre de la gare de Lyon. La largeur de l\u2019ouvrage permet, sur la partie sup\u00e9rieure, le passage de 2 voies. \u00a9 Asso Petite Ceinture<\/figcaption><\/figure>\n\n\n\n<p>Point notable&nbsp;: le gabarit pr\u00e9vu pour la Petite Ceinture est con\u00e7u pour faire passer<strong> 2 voies<\/strong> \u2013 et non pas 3 comme \u00e0 l\u2019origine. En effet, la <strong>suppression de la branche \u00ab&nbsp;Nord&nbsp;\u00bb<\/strong> du raccordement de Bercy est h\u00e9las pr\u00e9vue dans le cadre du projet de la ZAC Bercy-Charenton.<\/p>\n\n\n\n<p>Une <strong>base-travaux<\/strong> a \u00e9t\u00e9 install\u00e9e en lieu et place des voies menant \u00e0 l\u2019ex-gare de <strong>triage de la Rap\u00e9e-Bercy<\/strong>, \u00e0 la naissance de l\u2019ex-branche Nord du raccordement de Bercy. Ce qui laisse entrevoir sa <strong>pr\u00e9servation<\/strong>, voire sa r\u00e9utilisation \u00e0 des fins de logistique urbaine.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-association-sauvegarde-petite-ceinture wp-block-embed-association-sauvegarde-petite-ceinture\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"oceanwp-oembed-wrap clr\"><blockquote class=\"wp-embedded-content\" data-secret=\"BjTDJQUinE\"><a href=\"https:\/\/petiteceinture.org\/gares-petite-ceinture\/frigorifique-bercy\/\">La gare frigorifique de&nbsp;Bercy<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"\u00ab&nbsp;La gare frigorifique de Bercy&nbsp;\u00bb \u2014 Association Sauvegarde Petite Ceinture\" src=\"https:\/\/petiteceinture.org\/gares-petite-ceinture\/frigorifique-bercy\/embed\/#?secret=qxNcMZuBKo#?secret=BjTDJQUinE\" data-secret=\"BjTDJQUinE\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Plusieurs \u00e9volutions r\u00e9centes<\/h2>\n\n\n\n<p><strong>Plusieurs \u00e9l\u00e9ments<\/strong> sont venus enrichir ces \u00e9l\u00e9ments au cours de ces derni\u00e8res semaines. D\u2019une part, la restitution du <a href=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/20230531_DU-46-Bilan_Concert_Bercy_Charenton_2023VF3_amende.pdf\">bilan de la concertation<\/a> autour de Bercy-Charenton en novembre dernier. D\u2019autre part, <a href=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2023\/12\/Voeu-Les-Ecologistes-Bercy-Charenton-12-2023.pdf\">un v\u0153u<\/a> d\u00e9pos\u00e9 par le groupe Les \u00c9cologistes et examin\u00e9 lors du dernier <strong>Conseil de<\/strong> <strong>Paris<\/strong> les 12, 13 et 14 d\u00e9cembre 2023.<\/p>\n\n\n\n<p>De ces 2 documents, <strong>3 points peuvent \u00eatre not\u00e9s<\/strong>&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>La pr\u00e9sence d\u2019un <strong>h\u00f4tel logistique<\/strong> \u2013 mais sans r\u00e9elle mention d\u2019un embranchement ferroviaire<\/li>\n\n\n\n<li>La <strong>Petite Ceinture<\/strong> pens\u00e9e comme <strong>espace vert<\/strong> (\u00ab&nbsp;hameau ferroviaire&nbsp;\u00bb) ou comme \u00e9l\u00e9ment purement <strong>d\u00e9coratif<\/strong><\/li>\n\n\n\n<li>Une <strong>absence de r\u00e9flexion<\/strong> r\u00e9elle autour de la <strong>desserte<\/strong> de ces 2 nouveaux quartiers (Bercy-Charenton + Charenton-Bercy).<\/li>\n<\/ol>\n\n\n\n<p>En premier lieu, <strong>l\u2019h\u00f4tel logistique<\/strong> est une <strong>excellente initiative<\/strong>. Et risque de l\u2019\u00eatre encore davantage apr\u00e8s son <strong>prolongement au Sud<\/strong> de Paris (via <a href=\"https:\/\/petiteceinture.org\/la-ligne\/focus-station-maison-blanche-ligne-14-petite-ceinture\/\">Maison-Blanche<\/a>). De m\u00eame, compter sur le <strong>tram<\/strong> <strong>T3a<\/strong> est <strong>illusoire<\/strong>, tant cette ligne est d\u00e9j\u00e0 <strong>satur\u00e9e<\/strong> sur toute sa longueur et subit les <strong>al\u00e9as<\/strong> de la circulation automobile. Dans le cas de la ligne 14, la station est situ\u00e9e \u00e0 <strong>plus de 800 m\u00e8tres<\/strong>. Compter sur ces deux arr\u00eats pour offrir une desserte efficace des futurs immeubles des deux ZAC (Bercy-Charenton + Charenton-Bercy) est assez illusoire.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les pr\u00e9conisations de notre association<\/h2>\n\n\n\n<p>D\u00e8s lors, notre association, fid\u00e8le \u00e0 la mission qu\u2019elle s\u2019est fix\u00e9e <strong>depuis plus de 30 ans<\/strong>, \u00e9met les <strong>recommandations suivantes<\/strong>&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Penser la <strong>Petite Ceinture<\/strong> comme un <strong>axe structurant de ce futur quartier<\/strong>, et non comme une simple <strong>\u00ab&nbsp;trame verte&nbsp;\u00bb<\/strong> d\u00e9corative<\/li>\n\n\n\n<li>L\u2019int\u00e9grer dans le <strong>sch\u00e9ma de desserte des deux ZAC<\/strong>, tant pour les <strong>voyageurs<\/strong> que pour la <strong>logistique urbaine<\/strong><\/li>\n\n\n\n<li>Remettre en \u00e9tat le <a href=\"https:\/\/petiteceinture.org\/parcours-petite-ceinture\/pont-national-petite-ceinture-union-rives-seine\/\">Pont National<\/a> afin de permettre aux trains de fret de rejoindre le faisceau de la<strong> gare d\u2019Austerlitz<\/strong>, aux trains de voyageurs d\u2019atteindre les centres de maintenance <strong>d\u2019Ivry<\/strong>, \u00e0 l\u2019activit\u00e9 de la gare de Lyon vers Austerlitz de persister en cas de probl\u00e8me d\u2019exploitation<\/li>\n\n\n\n<li>Rappeler la n\u00e9cessit\u00e9 d\u2019une <strong>desserte par le rail<\/strong> du futur <strong>h\u00f4tel logistique<\/strong><\/li>\n\n\n\n<li>Penser la gare de la <strong>Rap\u00e9e-Bercy <\/strong>(et particuli\u00e8rement la gare inf\u00e9rieure) comme une <strong>interface fleuve-rail-route<\/strong><\/li>\n\n\n\n<li>Relier l\u2019h\u00f4tel logistique \u00e0 la <strong>gare des Gobelins<\/strong> et aux <strong>Halles de Rungis<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Autant de <strong>points cruciaux<\/strong> pour la <strong>r\u00e9ussite<\/strong> de cette op\u00e9ration d\u2019urbanisme de <strong>tr\u00e8s grande envergure<\/strong> \u2013 et qui mobilise pleinement notre association.<\/p>","protected":false},"excerpt":{"rendered":"<p>Au Sud-Est de Paris, la concr\u00e9tisation de la ZAC Bercy-Charenton suscite de vastes d\u00e9bats.
