Bilan r\u00e9dig\u00e9 par la Commission Nationale du D\u00e9bat Public, sous l\u2019\u00e9gide de Madame Fatima Ouassak, garante de cette concertation.<\/p>\n\n\n\n<p><strong>L\u2019Association de Sauvegarde de la Petite Ceinture (ASPCRF), associ\u00e9e \u00e0 la F\u00e9d\u00e9ration Nationale des Associations d\u2019Usagers des Transports d\u2019\u00cele-de-France (FNAUT IDF) ainsi qu\u2019\u00e0 l\u2019association Plus de Trains, \u00e9tait pr\u00e9sente lors des diff\u00e9rentes \u00e9tapes de cette concertation, qui s\u2019est tenue entre le 9 septembre et le 26 octobre 2019.<\/strong>&nbsp;Pour m\u00e9moire, ladite concertation avait pour but de pr\u00e9parer le prolongement de la ligne T8 entre Saint-Denis Porte de Paris et la gare de Rosa Parks, sise \u00e0 l\u2019emplacement de l\u2019ancienne gare d\u2019Est-Ceinture de la Petite Ceinture ferroviaire de Paris. \u00c0 ce titre, nous avons \u00e9t\u00e9 particuli\u00e8rement vigilants au sujet des diff\u00e9rentes variantes propos\u00e9es par \u00cele-de-France Mobilit\u00e9s (IDFM) quant \u00e0&nbsp;<strong>l\u2019implantation du futur terminus de la ligne \u00e0 Rosa Parks, qui sera lourde de cons\u00e9quences pour l\u2019inscription du T8 dans une r\u00e9elle perspective d\u2019avenir.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-02-1024x682.jpg\" alt class=\"wp-image-392\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-02-1024x682.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-02-300x200.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-02-768x512.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-02.jpg 1400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><figcaption>Les voies de la Petite Ceinture au niveau de la station du T3b<br>Cr\u00e9dits&nbsp;: Jean-Nicolas Lehec, tous droits r\u00e9serv\u00e9s<\/figcaption><\/figure>\n\n\n\n<p>Comme rappel\u00e9 dans le bilan de cette concertation, cette d\u00e9marche a \u00e9t\u00e9 men\u00e9e in situ, notamment aux abords de la gare de Rosa Parks. Diff\u00e9rents d\u00e9bats ont \u00e9galement \u00e9t\u00e9 organis\u00e9s, auxquels notre Association a particip\u00e9. Un site Internet d\u00e9di\u00e9 a \u00e9galement \u00e9t\u00e9 ouvert, permettant aux individus comme aux associations de d\u00e9poser leurs avis autour de quatre grandes th\u00e9matiques&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>L\u2019opportunit\u00e9 du projet&nbsp;;<\/li><li>Le trac\u00e9 g\u00e9n\u00e9ral et ses stations&nbsp;;<\/li><li>Les conditions de d\u00e9placement&nbsp;;<\/li><li>Les impacts du projet.<\/li><\/ul>\n\n\n\n<p>Un total de 465 avis (toutes formes confondues) a \u00e9t\u00e9 r\u00e9colt\u00e9 par IDFM, dont 144 avis en ligne et 4 contributions \u00e9crites.<br><strong>\u00c0 ce titre, rappelons que l\u2019ASPCRF a remis une d\u00e9claration (au format PDF) \u00e9labor\u00e9e conjointement avec la FNAUT IDF et Plus de trains, exprimant sa position quant \u00e0 ce prolongement et aux diff\u00e9rentes variantes propos\u00e9es pour le futur terminus du T8, ainsi que deux propositions alternatives.<\/strong>&nbsp;Ce document est disponible sur&nbsp;<a href=\"https:\/\/www.petiteceinture.org\/Prolongement-du-T8-des-correspondances-audacieuses-pour-le-Grand-Paris.html\">notre site Internet<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-04-1024x682.jpg\" alt class=\"wp-image-393\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-04-1024x682.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-04-300x200.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-04-768x512.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t3-rosa-parks-04.jpg 1400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><figcaption>La station Rosa Parks et les voies du T3b que les usagers du T8 auraient \u00e0 traverser dans la variante B.<br>Cr\u00e9dits&nbsp;: Jean-Nicolas Lehec, tous droits r\u00e9serv\u00e9s<\/figcaption><\/figure>\n\n\n\n<p>Le rapport de cette concertation, publi\u00e9 le 9 janvier dernier, revient sur les diff\u00e9rentes modalit\u00e9s de ce dispositif et d\u00e9taille son organisation.&nbsp;<strong>Il d\u00e9taille \u00e9galement les enseignements qui ont \u00e9t\u00e9 retir\u00e9 de cette concertation et revient notamment sur les \u00e9l\u00e9ments ayant nourri le plus de d\u00e9bats&nbsp;: la station Pr\u00e9ssens\u00e9, situ\u00e9e \u00e0 Saint-Denis et le futur terminus de Rosa Parks<\/strong>. Sur ce point sp\u00e9cifique, le rapport note que ce sujet&nbsp;<strong>\u00ab&nbsp;a \u00e9t\u00e9 le plus mobilis\u00e9 et d\u00e9battu lors de la concertation. Le sujet repr\u00e9sente 30% des contributions individuelles par exemple. L\u2019atelier participatif \u00e0 Paris lui a presque \u00e9t\u00e9 enti\u00e8rement consacr\u00e9&nbsp;\u00bb<\/strong>. On peut aussi y lire que \u00ab&nbsp;Les avis ont \u00e9t\u00e9 tr\u00e8s partag\u00e9s entre le choix de la variante A, celui de la variante B et les alternatives, notamment celle port\u00e9e par la FNAUT. Le d\u00e9bat sur les variantes a \u00e9t\u00e9 de tr\u00e8s grande qualit\u00e9, notamment gr\u00e2ce \u00e0 l\u2019investissement dans le d\u00e9bat de la FNAUT, qui l\u2019a beaucoup ouvert et enrichi&nbsp;\u00bb.<\/p>\n\n\n\n<p><strong>Malheureusement, ledit rapport ne revient que peu ou pas sur la nature des d\u00e9bats<\/strong>&nbsp;(qui sont pourtant \u00e9voqu\u00e9s) \u00e0 propos du terminus de Rosa Parks \u2013 au contraire des \u00e9changes ayant eu pour th\u00e8me la station Pr\u00e9ssens\u00e9.&nbsp;<strong>De m\u00eame, ce rapport ne livre aucun d\u00e9tail sur les propositions alternatives port\u00e9es par la FNAUT IDF et notre Association avec Plus de Trains.<\/strong>&nbsp;<\/p>\n\n\n\n<p>Enfin, le rapport&nbsp;<strong>ne d\u00e9voile aucune indication quant \u00e0 la r\u00e9elle prise en compte des probl\u00e8mes inh\u00e9rents aux deux propositions (variantes A et B) port\u00e9es par IDFM<\/strong>, et qui auraient pour cons\u00e9quences de d\u00e9sorganiser la Porte d\u2019Aubervilliers ou de faire terminer la ligne en cul de sac. Sans oublier l\u2019\u00e9vident probl\u00e8me caus\u00e9 par une correspondance extr\u00eamement malais\u00e9e entre le T8, le T3b et le RER E dans le cas de la variante A, li\u00e9e \u00e0 la diff\u00e9rence de niveau entre le pont de la rue d\u2019Aubervilliers et le parvis de la gare Rosa&nbsp;Parks&nbsp;!<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"788\" height=\"473\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t8_aubervillier_flux.png\" alt class=\"wp-image-394\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t8_aubervillier_flux.png 788w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t8_aubervillier_flux-300x180.png 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/01\/t8_aubervillier_flux-768x461.png 768w\" sizes=\"(max-width: 788px) 100vw, 788px\"><figcaption>Variante A \u00e9tudi\u00e9e par \u00cele-de-France-Mobilit\u00e9s et jug\u00e9e peu pertinente par notre association.<br>La correspondance accessible (sans escaliers), en rouge, mesure pr\u00e8s de 500 m\u00e8tres.<\/figcaption><\/figure>\n\n\n\n<p><strong>\u00c0 la lecture de ce rapport, l\u2019ASPCRF, Plus de Trains et la FNAUT IDF expriment \u00e0 nouveau leur inqui\u00e9tude quant \u00e0 la pertinence et l\u2019int\u00e9r\u00eat g\u00e9n\u00e9ral des choix strat\u00e9giques qui seront pris pour l\u2019implantation du terminus du T8 \u00e0 Rosa Parks.&nbsp;<\/strong>Alors que certaines r\u00e9unions publiques semblaient davantage porter sur l\u2019opportunit\u00e9 d\u2019implanter des bacs \u00e0 fleurs le long du futur trac\u00e9 du T8 (!),&nbsp;<strong>il para\u00eet primordial de r\u00e9affirmer l\u2019importance des choix qui seront faits pour la station Rosa Parks du T8.<\/strong>&nbsp;Et ce, afin de permettre des correspondances logiques et pratiques entre le T8, le T3b et le RER E.&nbsp;<strong>Mais aussi d\u2019inscrire cette ligne de tram dans une perspective d\u2019avenir, bien au-del\u00e0 de la station Rosa&nbsp;Parks.<\/strong><\/p>\n\n\n\n<p>\u00c0 travers les propositions que nous avons d\u00e9velopp\u00e9es, nous parvenons \u00e0 insuffler \u00e0 ce projet une ambition qui semble faire cruellement d\u00e9faut aux propositions pr\u00e9sent\u00e9es lors de cette concertation. En implantant le terminus directement sur le parvis Nord du RER E \u00e0 Rosa Parks (le long des voies du T3b) ou sur le parvis Sud,&nbsp;<strong>il est ainsi possible d\u2019envisager une future prolongation du T8 sur la Petite Ceinture de Paris. Une option qui permettrait au T8 d\u2019entrer en correspondance avec la ligne 7 du m\u00e9tro \u00e0 la station Corentin Cariou<\/strong>, offrant ainsi une liaison suppl\u00e9mentaire avec le r\u00e9seau existant.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"385\" T8 pourrait ainsi d\u00e9lester le T3b d\u2019une partie de son trafic<\/strong>&nbsp;(voir \u00e0 ce sujet&nbsp;<a href=\"https:\/\/www.petiteceinture.org\/La-Petite-Ceinture-reponse-pertinente-aux-problemes-de-saturation-du-T3.html\">notre article<\/a>&nbsp;au sujet de la saturation du T3 d\u00e9nonc\u00e9 par la Ville de Paris) et proposer une meilleure desserte de certains quartiers autour du Parc des Buttes Chaumont, du quartier de M\u00e9nilmontant ou du P\u00e8re Lachaise.&nbsp;<strong>Autant de consid\u00e9rations qu\u2019il nous para\u00eet n\u00e9cessaire de souligner \u00e0 l\u2019issue de cette phase de concertation.<\/strong><br><\/p>","protected":false},"excerpt":{"rendered":"<p>Le 9
