Une b\u00e9vue qui n\u2019a pas manqu\u00e9 de faire r\u00e9agir notre association, qui milite depuis pr\u00e8s de 30 ans pour la valorisation et la pr\u00e9servation de la vocation ferroviaire de cette ligne unique \u00e0&nbsp;Paris.<\/p>\n\n\n\n<p><em>Cet article a \u00e9t\u00e9 mis \u00e0 jour le 19 juin&nbsp;2020.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Simple coquille ou volont\u00e9 de r\u00e9\u00e9crire l\u2019histoire&nbsp;?<\/h2>\n\n\n\n<p>Cet article, modifi\u00e9 le 5 juin 2020, intitul\u00e9 \u00ab&nbsp;<a href=\"https:\/\/www.paris.fr\/pages\/la-petite-ceinture-et-ses-promenades-ecologiques-7855\">\u00c0 la d\u00e9couverte de la petite ceinture et de sa biodiversit\u00e9<\/a>&nbsp;\u00bb \u2013 et publi\u00e9 sur le site officiel de la Ville de Paris \u2013 a particuli\u00e8rement marqu\u00e9 notre attention. R\u00e9guli\u00e8rement, des articles fleurissent sur Internet \u00e0 propos de la Petite Ceinture, qui indiquent la ligne serait \u00ab&nbsp;abandonn\u00e9e depuis 1934&nbsp;\u00bb, un espace o\u00f9 la nature \u00ab&nbsp;aurait depuis longtemps repris ses droits&nbsp;\u00bb,&nbsp;etc.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Des circulations ferroviaires r\u00e9guli\u00e8res jusqu\u2019en 1993 et occasionnelles jusqu\u2019en 2019<\/h2>\n\n\n\n<p>Effectivement, le trafic voyageur circulaire a bel et bien \u00e9t\u00e9 supprim\u00e9 de la Petite Ceinture en 1934. <strong>Mais la ligne a connu un important trafic jusqu\u2019en 1993&nbsp;!<\/strong> Trains de jonction et trains de fret ont ainsi continu\u00e9 \u00e0 arpenter le lin\u00e9aire de la Petite Ceinture ferroviaire pendant de nombreuses ann\u00e9es. <strong>La ligne a ainsi permis d\u2019alimenter Paris en marchandises de toute nature gr\u00e2ce \u00e0 ses nombreuses gares implant\u00e9es intra-muros.<\/strong> Un point dont il serait bon de se rappeler au vu du nombre de camions polluants circulant \u00e0 Paris aujourd\u2019hui\u2026<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"716\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/1585713052-annes1960untrainde2cvpassesouslesvoiesdemontparnasseetlongelesquaisdelagaredouest-ceinture-adfd62216b7171538955d92fd1d1e115-1024x716.jpg\" alt class=\"wp-image-2056\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/1585713052-annes1960untrainde2cvpassesouslesvoiesdemontparnasseetlongelesquaisdelagaredouest-ceinture-adfd62216b7171538955d92fd1d1e115-1024x716.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/1585713052-annes1960untrainde2cvpassesouslesvoiesdemontparnasseetlongelesquaisdelagaredouest-ceinture-adfd62216b7171538955d92fd1d1e115-300x210.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/1585713052-annes1960untrainde2cvpassesouslesvoiesdemontparnasseetlongelesquaisdelagaredouest-ceinture-adfd62216b7171538955d92fd1d1e115-768x537.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/1585713052-annes1960untrainde2cvpassesouslesvoiesdemontparnasseetlongelesquaisdelagaredouest-ceinture-adfd62216b7171538955d92fd1d1e115.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><figcaption>Un train de 2CV Citro\u00ebn passe sous les voies de Montparnasse, \u00e0 la hauteur de la gare d\u2019Ouest-Ceinture<\/figcaption><\/figure>\n\n\n\n<p><strong>Et n\u2019oublions pas les (tr\u00e8s) nombreux trains de d\u00e9couverte&nbsp;!<\/strong> Pendant des d\u00e9cennies, de nombreuses associations ont ainsi fait d\u00e9couvrir le patrimoine ferroviaire, architectural et urbain de la Petite Ceinture. Et celui ayant roul\u00e9 du c\u00f4t\u00e9 de Bercy-Charenton au printemps 2019&nbsp;?<\/strong><\/p>\n\n\n\n<p>De toute \u00e9vidence, l\u2019auteur(e) de ces lignes semble avoir omis la totalit\u00e9 de l\u2019histoire contemporaine de la Petite Ceinture. Le texte de cet article a depuis \u00e9t\u00e9 remis \u00e0 jour le 14 juin dernier, suite \u00e0 l\u2019action de notre association. Cependant, la pr\u00e9sence de ce type d\u2019erreurs dans des articles publi\u00e9s sur le site de la Ville de Paris s\u2019av\u00e8re assez inqui\u00e9tante. <strong>Plus que jamais, notre association demeure vigilante quant au respect des faits historiques \u00e0 propos de cette&nbsp;ligne.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/theo-goutin-convoi-bercy-1024x768.jpg\" alt class=\"wp-image-2059\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/theo-goutin-convoi-bercy-1024x768.jpg 1024w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/theo-goutin-convoi-bercy-300x225.jpg 300w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/theo-goutin-convoi-bercy-768x576.jpg 768w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/theo-goutin-convoi-bercy.jpg 1440w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><figcaption>\u00a9 Th\u00e9o Goutin<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">La question de la r\u00e9versibilit\u00e9 des am\u00e9nagements sur la Petite Ceinture<\/h2>\n\n\n\n<p><strong>Au-del\u00e0 de cette erreur de dates, cet article s\u2019av\u00e8re probl\u00e9matique sur un autre aspect.<\/strong> Certes, il effleure la question du protocole sign\u00e9 entre la Ville de Paris et la SNCF en 2006. <strong>N\u00e9anmoins, il omet totalement de rappeler le principe de r\u00e9versibilit\u00e9 des am\u00e9nagements \u00e9tablis (\u00e0 la h\u00e2te) par la Mairie ces 3 derni\u00e8res ann\u00e9es.<\/strong><\/p>\n\n\n\n<p>Pourtant, ce principe de r\u00e9versibilit\u00e9 est la pierre angulaire de ces am\u00e9nagements. <strong>Contrairement \u00e0 ce que peut laisser penser cet article, la ligne n\u2019est en aucun cas abandonn\u00e9e \u00e0 son sort.<\/strong> SNCF R\u00e9seau en demeure l\u2019unique propri\u00e9taire. Par ailleurs, la Petite Ceinture n\u2019est en aucun cas d\u00e9class\u00e9e&nbsp;: elle fait toujours partie int\u00e9grante du r\u00e9seau ferr\u00e9 national&nbsp;!<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"480\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/buttes-chaumont1-rm-51bce.jpg\" alt class=\"wp-image-2064\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/buttes-chaumont1-rm-51bce.jpg 640w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/buttes-chaumont1-rm-51bce-300x225.jpg 300w\" sizes=\"(max-width: 640px) 100vw, 640px\"><figcaption>Train sp\u00e9cial sur la Petite Ceinture aux Buttes Chaumont. \u00a9 Romain Mortelette<\/figcaption><\/figure>\n\n\n\n<p>Aussi, il est important de rappeler que le protocole-cadre de 2006 (amend\u00e9 en 2015) impose comme condition <em>sine qua non<\/em> la r\u00e9versibilit\u00e9 de ces am\u00e9nagements. Concr\u00e8tement, un train doit pouvoir rouler sur la Petite Ceinture \u2013 qui n\u2019est ni abandonn\u00e9e, ni d\u00e9saffect\u00e9e.<\/p>\n\n\n\n<p>Enfin, mentionnons la concertation publique de 2013 \u00e0 propos de l\u2019avenir de la Petite Ceinture. Au cours des d\u00e9bats qui ont eu lieu dans les arrondissements, les Parisiens se sont exprim\u00e9s sans aucune ambigu\u00eft\u00e9 pour la pr\u00e9servation du caract\u00e8re ferroviaire de la ligne de Petite Ceinture ferroviaire de Paris. \u00c0 l\u2019issue de cette concertation, une nette volont\u00e9 de pr\u00e9server la continuit\u00e9 du lin\u00e9aire a pu ainsi \u00eatre constat\u00e9e.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La Petite Ceinture, un patrimoine ferroviaire disponible pour les mobilit\u00e9s du XXI<sup>e<\/sup> si\u00e8cle<\/h2>\n\n\n\n<p>Au-del\u00e0 des probl\u00e9matiques \u00e9voqu\u00e9es ci-dessus, il ne faudrait en aucun cas consid\u00e9rer la Petite Ceinture comme une infrastructure d\u00e9su\u00e8te, t\u00e9moin d\u2019un \u00ab&nbsp;pass\u00e9 industriel&nbsp;\u00bb aujourd\u2019hui r\u00e9volu.<\/p>\n\n\n\n<p>En effet, cette ligne de chemin de fer est \u00e9tablie en viaduc ou en tranch\u00e9e (plus de 40% du lin\u00e9aire en tunnels), ce qui en fait sa force en tant qu\u2019infrastructure ferroviaire. Ainsi, la Petite Ceinture permettrait de faire circuler des trains en site propre . Ces derniers ne seraient donc pas soumis aux al\u00e9as de la circulation automobile aux carrefours des portes de la capitale.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"480\" src=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/cours-de-vincennes-rm-3b1cf.jpg\" alt class=\"wp-image-2065\" srcset=\"https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/cours-de-vincennes-rm-3b1cf.jpg 640w, https:\/\/petiteceinture.org\/wp-content\/uploads\/2020\/09\/cours-de-vincennes-rm-3b1cf-300x225.jpg 300w\" sizes=\"(max-width: 640px) 100vw, 640px\"><figcaption>Vue sur le cours de Vincennes, en direction de la place de la Nation, depuis le train roulant sur le pont de la Petite Ceinture. \u00a9 Romain Mortelette<\/figcaption><\/figure>\n\n\n\n<p>Devant la saturation des lignes T3a et T3b sur toute leur longueur, la Petite Ceinture doit imp\u00e9rativement jouer un r\u00f4le de premier plan. \u00c0 br\u00e8ve \u00e9ch\u00e9ance, elle permettrait \u00e0 la capitale de b\u00e9n\u00e9ficier d\u2019un transport rapide et fiable. Elle permettrait ainsi \u00e0 l\u2019ensemble des Franciliens de profiter d\u2019une ligne efficace pour se rendre d\u2019une porte de Paris \u00e0 une autre, sans devoir passer par le centre.<br>Par ailleurs, une telle ligne viendrait desservir les territoires parisiens \u00ab&nbsp;oubli\u00e9s&nbsp;\u00bb du m\u00e9tro ou du tramway&nbsp;: les Buttes-Chaumont, le bas du P\u00e8re-Lachaise\u2026<\/p>\n\n\n\n<p>En employant un mat\u00e9riel roulant silencieux et performant, la Petite Ceinture ferroviaire de Paris pourrait devenir la vitrine d\u2019une mobilit\u00e9 urbaine innovante, qui allierait vitesse, confort et respect de l\u2019environnement.
