Ce document s\u2019av\u00e8re beaucoup plus complet et satisfaisant que le premier bilan r\u00e9dig\u00e9 par la garante de la concertation. N\u00e9anmoins, un certain nombre d\u2019\u00e9l\u00e9ments n\u2019ont pas manqu\u00e9 d\u2019attirer l\u2019attention de notre association et de ses partenaires.<\/p><p><strong>Quels sont les principaux enjeux de ce prolongement\u00a0? Quelles sont les grandes orientations retenues \u00e0 ce jour par IDFM\u00a0? Quel r\u00f4le pour la Petite Ceinture de Paris dans ce projet structurant pour le Nord de la capitale\u00a0? Nous estimons qu\u2019il se r\u00e9v\u00e8le fid\u00e8le aux propos \u00e9chang\u00e9s sur ce projet.<br class=\"autobr\" \/>Il s\u2019appuie et fait suite au bilan de la Commission Nationale du D\u00e9bat Public, paru en janvier dernier. Apr\u00e8s avoir rappel\u00e9 le contexte et les principales caract\u00e9ristiques de ce projet \u2013 qui doit d\u00e9buter aux alentours de 2030 \u2013 ce document revient sur les modalit\u00e9s de la concertation qui s\u2019est d\u00e9roul\u00e9e du 9 septembre au 26 octobre 2019. data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>L\u2019enjeu principal de ce prolongement vers le Sud de Saint-Denis \u2013 et donc vers Paris \u2013 est de permettre aux habitants des communes prochainement ou d\u00e9j\u00e0 desservies par le T8 de se rendre plus facilement \u00e0 la capitale. Il s\u2019agit ainsi notamment de d\u00e9lester la ligne B du RER et la ligne 13 du m\u00e9tro parisien, deux lignes arriv\u00e9es \u00e0 saturation depuis des ann\u00e9es.<\/strong><br class=\"autobr\" \/>\u00c0 ce titre, l\u2019\u00e9tude pointe que 89\u00a0% des personnes qui se sont exprim\u00e9es lors de la concertation sont favorables au prolongement du T8. Par ailleurs, le rapport indique une r\u00e9elle attente des populations quant \u00e0 ce prolongement. \u00c0 cela, IDFM r\u00e9pond, de mani\u00e8re logique, que les diff\u00e9rentes phases du projet peuvent prendre beaucoup de temps, ce qui explique une inauguration du nouveau tron\u00e7on \u00e0 l\u2019horizon 2030. D\u2019une mani\u00e8re assez flagrante, elle indique une certaine r\u00e9ticence \u00e0 admettre la Petite Ceinture comme une r\u00e9ponse \u00e9vidente (sinon la seule \u2013\u00a0<i>voir\u00a0<a class=\"spip_in\" href=\"https:\/\/petiteceinture.org\/La-Petite-Ceinture-reponse-pertinente-aux-problemes-de-saturation-du-T3.html\">notre article<\/a><\/i>) aux probl\u00e8mes r\u00e9currents de saturation du T3a et du T3b.\u00a0<strong>\u00c0 ce titre, nous rappelons la n\u00e9cessit\u00e9 de cr\u00e9er un v\u00e9ritable \u00ab\u00a0effet r\u00e9seau\u00a0\u00bb en repla\u00e7ant la PC dans un contexte global, \u00e0 l\u2019\u00e9chelle de son lin\u00e9aire de 23,5 km et de toutes les correspondances qu\u2019elle offre avec le r\u00e9seau existant (m\u00e9tro, RER, bus et tramway).<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section jour le prolongement du tram T8 sur la Petite ceinture car ce prolongement au-del\u00e0 de Rosa-Parks ne figure pas dans les documents qui planifient les infrastructures de transports collectifs en \u00cele-de-France\u00a0: ni dans le Plan de d\u00e9placements urbains d\u2019\u00cele-de-France (PDUIF) 2010-2020, ni dans le Sch\u00e9ma directeur de la R\u00e9gion \u00cele-de-France (SDRIF) \u00e0 l\u2019horizon 2030\u00a0\u00bb.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-33 elementor-top-column semble s\u2019abriter derri\u00e8re la \u00ab\u00a0vieille\u00a0\u00bb opposition entre le tram des Mar\u00e9chaux (lignes T3a et T3b) et la Petite Ceinture,\u00a0<strong>alors m\u00eame que ces deux lignes pourraient (et doivent absolument) \u00eatre consid\u00e9r\u00e9es dans une logique de compl\u00e9mentarit\u00e9<\/strong>\u00a0: la PC pourrait ainsi venir d\u00e9lester le tram des Mar\u00e9chaux et offrir une liaison rapide entre les portes de Paris, tandis que le tram continuerait d\u2019offrir une desserte de proximit\u00e9, facilement accessibles aux personnes en situation de handicap. Loin d\u2019\u00eatre concurrentes, ces deux lignes viendraient se compl\u00e9ter \u2013 \u00e0 la mani\u00e8re dont les lignes de RER viennent compl\u00e9ter et soulager certaines lignes de m\u00e9tro.<br class=\"autobr\" \/>De m\u00eame, nous regrettons qu\u2019IDFM et que Monsieur Fran\u00e7ois Dagnaud, maire actuel du 19<sup class=\"typo_exposants\">e<\/sup>\u00a0arrondissement, \u00e9voquent la volont\u00e9 de \u00ab\u00a0conserver la vocation du parvis comme un lieu de vie\u00a0\u00bb, alors m\u00eame que le T8 viendrait s\u2019ins\u00e9rer de mani\u00e8re tr\u00e8s judicieuse en lieu et place du terrain vague situ\u00e9 \u00e0 l\u2019emplacement m\u00eame des voies\u2026 de la Petite Ceinture \u2013 coup\u00e9es depuis l\u2019inauguration de la gare de Rosa N\u00e9anmoins, la r\u00e9ponse apport\u00e9e par IDFM semble \u2013 elle aussi \u2013 assez d\u00e9cevante lorsque nous observons d\u2019autres r\u00e9seaux de tramways europ\u00e9ens.<\/strong>\u00a0On peut ainsi y lire que \u00ab\u00a0les \u00e9tudes montrent que, compte tenu de la fr\u00e9quence actuelle des trams et de la longueur du tunnel, ce dernier ne permet le passage que de 50 trams par heure, alors que les objectifs d\u2019exploitation imposent un passage de 75 trams par heure. Le tron\u00e7on commun ne permet donc pas de faire passer le nombre de rames suffisant pour respecter les fr\u00e9quences fix\u00e9es\u00a0\u00bb.<br class=\"autobr\" \/>Cependant, notre association est satisfaite de voir notre autre proposition pr\u00e9sent\u00e9e au sein de ce dossier. Pour m\u00e9moire, cette derni\u00e8re envisage de prolonger le trac\u00e9 du T8 le long de la rue d\u2019Aubervilliers puis de la rue Gaston Tessier. Le but\u00a0: offrir une correspondance imm\u00e9diatement accessible entre le T8 et le RER E via le parvis sud de la gare de Rosa Parks. rassurant.\u00a0<strong>Notre association \u2013 ainsi que ses partenaires de la FNAUT et de Plus de Trains \u2013 sont heureux de voir que leurs propositions ont \u00e9t\u00e9 mentionn\u00e9es et reprises \u00e0 plusieurs reprises dans ce rapport.<\/strong>\u00a0Sur ce point, ce rapport d\u2019IDFM s\u2019av\u00e8re \u00e0 la fois plus complet et plus satisfaisant que le document \u00e9labor\u00e9 sous l\u2019\u00e9gide de Madame Ouassak, garante de la concertation publique.<br class=\"autobr\" \/>On se souviendra qu\u2019entre janvier et mai 2006, le CNDP avait d\u00e9j\u00e0 organis\u00e9 un d\u00e9bat public consacr\u00e9 \u00e0 l\u2019extension du tramway \u00e0 Paris, et cr\u00e9\u00e9 une commission particuli\u00e8re, plac\u00e9e sous l\u2019\u00e9gide du pr\u00e9fet Hubert Blanc, son garant. La CNDP avait pu d\u00e9montrer sa grande utilit\u00e9, en permettant \u00e0 de nombreux acteurs du dossier de s\u2019exprimer pour am\u00e9liorer le projet. Celui-ci n\u2019avait \u00e9t\u00e9 amend\u00e9 qu\u2019\u00e0 la marge, mais la transparence en mati\u00e8re de communication avait \u00e9t\u00e9 exemplaire, tant lors des r\u00e9unions publiques que par le biais des cahiers d\u2019acteurs produits par les intervenants et diffus\u00e9s par le CNDP.\u00a0<strong>La pr\u00e9sente concertation montre une \u00e9volution, tant dans le fond que dans la forme, qui semble indiquer qu\u2019elle ne dispose plus des moyens de 2006.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-d89265c elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"d89265c\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-3130093\" data-id=\"3130093\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-0b1dbbc elementor-widget elementor-widget-text-editor\" data-id=\"0b1dbbc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Nous appr\u00e9cions \u00e9galement les avanc\u00e9es conc\u00e9d\u00e9es par IDFM quant aux deux variantes pr\u00e9sent\u00e9es pour le terminus du T8\u00a0: comme notre association et ses partenaires l\u2019ont rappel\u00e9 \u00e0 maintes reprises,\u00a0<strong>aucune des variantes actuelles n\u2019est satisfaisante.<\/strong>\u00a0En l\u2019\u00e9tat, toutes deux condamneraient le terminus du T8 \u00e0 \u00eatre \u00e0 la fois malcommode et inabouti, le privant de r\u00e9elles perspectives d\u2019avenir et d\u2019une souplesse d\u2019acc\u00e8s au quotidien.\u00a0<strong>Autant de contraintes qui p\u00e9naliseront les futurs voyageurs de la ligne.<\/strong><br class=\"autobr\" \/>Ainsi, la d\u00e9lib\u00e9ration du 5 f\u00e9vrier dernier au conseil d\u2019administration d\u2019\u00cele-de-France Mobilit\u00e9s envisage d\u2019\u00e9tudier notre proposition de prolongement du T8 sur la rue Gaston Tessier. Elle reconna\u00eet notre r\u00f4le de contributeur dans le d\u00e9bat public. La d\u00e9lib\u00e9ration confirme ainsi\u00a0:<br class=\"autobr\" \/>\u00ab\u00a0la poursuite du projet de prolongement de 5,5km, en tenant compte des enseignements de la concertation, notamment sur la base de principes suivants\u00a0:<\/p><ul class=\"spip\"><li>poursuivre les \u00e9tudes en privil\u00e9giant le principe d\u2019une station suppl\u00e9mentaire tout en adaptant, le cas \u00e9ch\u00e9ant, le positionnement des stations, afin d\u2019am\u00e9liorer la desserte du quartier du Franc Moisin par le T8, d\u00e8s sa mise en service\u00a0;<\/li><li>approfondir les \u00e9tudes relatives au terminus \u00e0 la gare Rosa Parks en privil\u00e9giant le principe de la variante A, sous une forme optimis\u00e9e.
