L\u2019Association pour la Sauvegarde de la Petite Ceinture de Paris et de son R\u00e9seau Ferr\u00e9<\/b> (ASPCRF) est n\u00e9e en d\u00e9cembre 1992<\/b> \u00e0 une \u00e9poque o\u00f9 la Petite Ceinture connaissait encore une activit\u00e9 ferroviaire r\u00e9guli\u00e8re (trains de marchandises, \u00e9changes de mat\u00e9riel roulant entre les grandes gares parisiennes, trains de d\u00e9couverte). L\u2019association a \u00e9t\u00e9 cr\u00e9\u00e9 dans le cadre de la fermeture, alors annonc\u00e9e pour 1993, d\u2019une grande partie de la ligne dans le cadre de l\u2019arr\u00eat des circulations de trains de Fret.<\/p>

Depuis pr\u00e8s de trente ans, l\u2019association pr\u00e9conise le maintien de l\u2019ADN ferroviaire de cette ligne mythique et consid\u00e8re que cette sp\u00e9cificit\u00e9 doit \u00eatre le fil conducteur de tout am\u00e9nagement. De fait, le maintien des infrastructures ferroviaires en place nous appara\u00eet comme un pr\u00e9requis.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

D\u00e8s le 3 juillet 1993<\/b>, quelques mois seulement apr\u00e8s sa cr\u00e9ation, l\u2019Association m\u00e8ne sa premi\u00e8re grande action avec l\u2019op\u00e9ration \u00ab Un jour, une ligne \u00bb<\/b>, avec plusieurs circulations ferroviaires ouvertes au public, entre Porte de Versailles et la Rap\u00e9e-Bercy durant tout une journ\u00e9e.<\/p>

\u00c0 partir de 1995<\/b>, l\u2019Association participe au d\u00e9bat relatif au retour du tramway en rocade sud de Paris, initi\u00e9 par Jean Tiberi, et pr\u00e9conise son implantation sur la Petite Ceinture ferroviaire.<\/p>

Si le site de la Petite Ceinture ferroviaire n\u2019a pas finalement pas \u00e9t\u00e9 retenu par la Ville de Paris pour l\u2019implantation du tramway, l\u2019Association pr\u00e9conise toujours que l\u2019infrastructure longue de 23 km (Sud, Est et Nord de la capitale) soit pr\u00e9serv\u00e9e pour un usage de transport, \u00e0 plus longue \u00e9ch\u00e9ance.<\/p>

Cette volont\u00e9 de ne pas ob\u00e9rer l\u2019avenir en mati\u00e8re de transport a d\u2019ailleurs \u00e9t\u00e9 reprise dans les accords sign\u00e9s entre la Ville de Paris et R\u00e9seau Ferr\u00e9 de France puis la SNCF (protocoles-cadres de 2006 et 2015). Cela constitue, bien entendu, une grande satisfaction pour l\u2019Association qui voit son approche retenue par les acteurs institutionnels concern\u00e9s.<\/p>

L\u2019Association se veut justement \u00eatre une force de proposition \u2013 et non d\u2019opposition \u2013 concernant l\u2019ouverture au public de certaines emprises, \u00e9tant donn\u00e9 l\u2019absence de trafic ferroviaire r\u00e9gulier \u00e0 un horizon visible. <\/p>

Nous proposons, par exemple, de compl\u00e9ter les ouvertures au public par des circulations ponctuelles de trains de d\u00e9couverte \u00e0 vitesse r\u00e9duite permettant ainsi aux habitants et aux touristes d\u2019appr\u00e9cier cet \u00e9l\u00e9ment du patrimoine francilien. Ce type d\u2019\u00e9v\u00e8nement constituerait, en fait, le retour des circulations organis\u00e9es, par notre association, sur la Petite Ceinture en 1993, 1999, 2000 et 2003. A cela j\u2019ajoute la possibilit\u00e9 d\u2019exposer du mat\u00e9riel roulant sur la ligne, sous forme statique.<\/p>

Par ailleurs, l\u2019Association organise des conf\u00e9rences sur l\u2019histoire de la Petite Ceinture<\/b>, aussi sur bien sur la ligne que dans les anciennes gares : nous avons commenc\u00e9 avec La Recyclerie (gare du boulevard Ornano, situ\u00e9e porte de Clignancourt) et continuons avec Le Poin\u00e7on (gare de Montrouge-Ceinture, situ\u00e9e porte d\u2019Orl\u00e9ans) et le Hasard Ludique (gare de l\u2019avenue de Saint-Ouen, au niveau de la porte de Saint-Ouen). Dans le m\u00eame esprit, nous participons \u00e0 des \u00e9v\u00e8nements organis\u00e9s par la Ville de Paris<\/b> : f\u00eate de la Petite Ceinture (aout 2019), f\u00eate des jardins (2019, 2020) \u2026<\/p>

Par ailleurs, nous avons aussi organis\u00e9, d\u00e8s 2012, des conf\u00e9rences sur la ligne C du RER, en partenariat avec la SNCF et nous \u00e9tions \u00e9galement pr\u00e9sents \u00e0 bord des rames du T11 Express, lors de l\u2019inauguration de la ligne en juillet 2017, pour \u00e9voquer l\u2019histoire d\u2019une autre ligne, proche de celle qui nous occupe : la Grande Ceinture.<\/p>

Ces actions de terrains sont compl\u00e9t\u00e9es par une pr\u00e9sence en ligne, sur notre site Internet et sur les r\u00e9seaux sociaux.<\/p>

Concernant le d\u00e9veloppement des transports en Ile-de-France, l\u2019Association s\u2019efforce d\u2019int\u00e9grer le potentiel de la ligne dans les projets en cours<\/b>, pilot\u00e9s par les op\u00e9rateurs de transports et Ile-de-France Mobilit\u00e9. C\u2019est notamment le cas pour le prolongement du tramway T8 de Saint-Denis Porte de Paris \u00e0 Rosa Parks, soumis \u00e0 concertation en septembre et octobre 2019. Nous y avons alors sugg\u00e9r\u00e9 une optimisation d\u2019une des variantes du projet. Cette solution est aujourd\u2019hui en cours d\u2019analyse par les acteurs du dossier.<\/p>

Si vous consid\u00e9rez que la Petite Ceinture doit \u00eatre maintenue dans sa continuit\u00e9, sans la moindre faille, et qu\u2019elle doit conserver son ADN ferroviaire tout en \u00e9tant ouverte au public avec des am\u00e9nagements r\u00e9versibles, n\u2019h\u00e9sitez pas alors \u00e0 nous rejoindre afin de pr\u00e9server ce patrimoine atypique de la capitale, long de 23 km !<\/p>

Si l\u2019Association a r\u00e9ussi \u00e0 obtenir des mesures en faveur du maintien de la ligne et de son patrimoine b\u00e2ti (maintien dans le r\u00e9seau ferr\u00e9 national au sein du giron SNCF, r\u00e9versibilit\u00e9 des am\u00e9nagements de promenade, pr\u00e9servation et restauration des anciennes gares), la v\u00e9rit\u00e9 d\u2019aujourd\u2019hui ne sera peut-\u00eatre pas celle des ann\u00e9es \u00e0 venir.<\/p>
